The Whole can be conscious even if no
subset of it is conscious.

I defined God as the ruler of all/everything. If
all/everything is a conscious someone ALL,
it obviously rules itself, and in that case
God would be the same as ALL. However I
do not know if all/everything (which you call
The Whole) is a someone (is conscious.)
